But to longtime energy engineer and board member for Conservation West Virginia, Ed Bowes, the state’s vision isn’t grounded in the realities of how the power sector actually works. Bowes spent more than 30 years with Dominion Energy, overseeing billions of dollars in pollution-control upgrades, and later consulting during the company’s shift toward renewables.
