Clark Challenges Brown for 65th District Seat

Wayne Clark, a newcomer to West Virginia politics, has entered the race for the 65th delegate district seat in the House of Delegates against Sammi Brown, the one-term incumbent. The 65th district covers the city of Charles Town and close-in county neighborhoods.

Clark was born in 1972 and lives in Charles Town.  He holds an associate arts degree from Baltimore Community College and served on the Charles Town City Council from 2001 to 2015.  He is employed as the General Manager of the Locust Hill Golf Course.   Clark’s conservation experience includes his work at the golf course, where re-purposed water from the Charles Town Utility Board is used for irrigation purposes.  Clark says this not only helps filter the water before entering the Chesapeake Bay watershed, but saves millions of gallons of water annually.

Sammi Brown, also a resident of Charles Town, was born in 1984 and holds a B.S. degree from Shepherd University.  She is a community organizer and consultant.  Brown was first elected to the House in 2018, defeating Jill Upson.  Brown has been an opponent of the Rockwool development and was arrested during a protest at the Rockwool entrance. During her first term in the House, Brown was a prominent supporter of conservation legislation, introducing a bill banning plastic bags and several to correct the notice process for air quality permits and locating manufacturing plants.
