SB 25

West Virginia Coal Marketing Program

SB 25 is legislation to create the West Virginia Coal Marketing Program, a state-level program aimed at protecting and expanding coal markets and coal facilities and addressing economic impacts that communities have experienced or may experience due to changes in the coal industry.

ISSUES: Clean Air, Development, Pure Water

CWV Position: Opposes

Position Statement: Conservation West Virginia opposes SB 25 because it uses public resources to promote coal at a time when the state should be investing in cleaner, healthier, and more resilient energy solutions. The West Virginia Coal Marketing Program prioritizes prolonging reliance on a high-pollution fuel, undermining efforts to reduce air and water pollution, address climate risks, and diversify the state’s economy. Rather than marketing coal, state policy should support energy strategies that protect public health, conserve natural resources, and prepare West Virginia for a sustainable economic future.

Status: Introduced on 1/14/26; referred to Finance Committee on 1/30/26.
