Position Statement: HB 4110 creates jobs while reducing energy waste, lowering utility bills, cutting pollution, and strengthening energy affordability and resilience across West Virginia.

  • Creates local jobs: Efficiency upgrades require skilled, local labor—supporting job growth in construction, retrofitting, auditing, and manufacturing that can’t be outsourced.

  • Lowers energy costs for households and businesses: Using less energy means lower utility bills, especially important for low-income households and fixed-income residents.

  • Protects water resources: Power generation is water-intensive. Reducing energy demand also reduces pressure on rivers and drinking water supplies.

  • Strengthens grid reliability: Efficiency reduces peak demand, lowering strain on the electric grid and improving resilience during extreme weather.

  • Delivers bipartisan, cost-effective solutions: Energy efficiency saves money, supports workers, and improves environmental outcomes without requiring new generation.
