Relating generally to coal fired energy plants and wind power

This bill aims to limit the number of permits issued for the construction of wind power plants, wind farms, or "windmills" for energy generation in West Virginia. It mandates that for every new wind-powered facility built in the state, there must be an offset in the taxes paid by both new and existing coal-fired power plants. Additionally, the bill seeks to ensure that coal continues to be the primary source of power in West Virginia during emergency weather events.
